Late last week the US Department of Energy issued a “Policy Flash” indicating their intent to implement a new, lower Facilities & Administration (F&A) rate, also known as an indirect cost rate. This policy shift was immediately met with opposition by the Association of Public & Land-grant Universities (APLU), the Association of American Universities (AAU), and the American Council on Education (ACE) as well as numerous universities. As a result, a Temporary Restraining Order (TRO) was issued. This TRO allows universities to continue working on their grant funded projects, under the original terms of the contractual agreements issued by the DOE at the time of award. This will be an ongoing and potentially lengthy process and will eventually be worked out through the court system.
For Idaho State University, we will watch this closely and keep campus updated as new or emergent information is provided. In the meantime, we recommend proceeding forward with business as usual and ask that you forward to the Office for Research (research@isu.edu) any relevant information or correspondence you may receive.
