H-1B Presidential Proclamation Status Update

September 25, 2025

Last week, the White House issued a U.S. Presidential Proclamation imposing significant changes for new H-1B petitions and adding a requirement for an employer-based fee of $100,000. Idaho State University is monitoring this situation very closely as it is a vitally important topic for higher education and our institution.

The Human Resources Department, the Office of General Counsel, and the International Programs Office have worked together to begin to navigate this issue and have sent communications to employees directly affected by this proclamation. This team will continue to send updates as more information becomes available.

Several searches to fill open positions are currently underway or in various stages of planning. For questions and concerns about how the presidential proclamation impacts search processes, please contact Human Resources for guidance.
